Franklin M. Drilon

Education/Academic Attainments: 
Mr. Drilon finished his Bachelor of Arts degree at the University of the Philippines in 1965. In 1968 he finished his Bachelor of Laws degree at the same University. He placed third in the 1969 Bar Examinations. Mr. Drilon was bestowed a Doctor of Laws, Honoris Causa, from the Central Philippine University.
Law Professorial Positions & Legal Publications: 
Mr. Drilon served as the Senate President during the 10th, 11th, 12th and 13th Congress, having been elected as Senator from 1995 to 2007. In 2010, Mr. Drilon was again elected to the Senate where he currently serves as the incumbent Senate President of the Philippine Senate. Prior to joining the Legislative Branch of government, Mr. Drilon held positions with the Executive Branch. He served as Secretary of the Department of Labor and Employment from 1987 to 1990, Secretary of the Department of Justice from 1990 to 1991 and 1992 to 1995, and Executive Secretary from 1991 to 1992. He also served as Deputy Minister of the Ministry of Labor and Employment in 1986. Mr. Drilon was also a Bar Examiner on Labor and Social Legislation, Bar Examinations, in 1978 and 1984.
Professional Membership & Affiliations: 
Mr. Drilon served and continues to serve, as the Chairman of the Liberal Party (November, 2003 – September, 2004; December 1, 2007 to date). He was the President of the Liberal Party from September 8, 2004 to November 30, 2007. He was also the Chairman of the Coalition of Asian Liberals and Democrats (CALD). In 2005, Mr. Drilon was elected President of the Inter-Parliamentary Union (IPU) 112th General Assembly. From 2006-2007, Mr. Drilon was the Chairman of the IPU Committee on Human Rights of Parliamentarians. He was also a former President of the Pasay-Makati-Mandaluyong-San Juan Chapter of the Integrated Bar of the Philippines. Mr. Drilon was also the Vice-President and Governor, Employers Confederation of the Philippines and formerly a vice-President, Board Member and Treasurer of the Personnel Management Association of the Philippines. Mr. Drilon is also a member of the Makati Rotary Club.

AWARDS AND CITATIONS:

His outstanding government service has reaped him various awards, including the Philippine Legion of Honor (Degree of Commander), 1992; Most Outstanding Alumnus in Government Service given by the University of the Philippines Law Alumni Association, 1994 and Most Outstanding Alumnus given by the University of the Philippines in the Visayas, 1997.
