ACCRALAW Senior Partner Victor Basilio N. de Leon Elected as President of Licensing Executives Society Philippines

On 9 March 2026, ACCRALAW Senior Partner Victor Basilio N. de Leon was elected as President of the Licensing Executives Society Philippines (“LES Phils.”).

Mr. de Leon specializes in intellectual property law and advises clients on all aspects of intellectual property, from registration to enforcement of intellectual property rights. He is currently the Head of the Firm’s Intellectual Property Department.

Alongside the induction of LES Phils. officers, LES Phils. entered into a Memorandum of Agreement (MOA) with the Intellectual Property Office of the Philippines (IPOPHL) to strengthen intellectual property valuation and technology transfer in the country. This initiative aims to support Filipino innovators, local enterprises, and under-resourced Filipino inventors and MSMEs in assessing and maximizing the economic value of patents, trademarks and other intangible assets. Under the MOA, IPOPHL and LES Phils. will collaborate on training programs, advanced learning courses, and research initiatives relating to IP valuation in the Philippines.

The induction ceremony and MOA signing were attended by members of LES Phils., IPOPHL Acting Director General Nathaniel S. Arevalo, and other members of the IPOPHL executive committee.

LES Phils. is the local chapter of LES International, a global federation of professionals involved in the transfer and licensing of technology and intellectual property rights, including patents, trademarks, copyrights, and related assets.
