ACCRALAW Joins the Society of Construction Law Philippines National Conference 2026

The Society of Construction Law Philippines (SCLP) successfully held its flagship annual event, the SCLP National Conference 2026, on 9 October 2026 at the Hilton Manila. The event gathered legal professionals, construction industry experts and practitioners, technical consultants and engineers, project owners and employers, and government officials and policymakers to discuss the theme: “Future-Proofing the Philippine Construction Landscape: Law, Technology and Sustainability.”

ACCRALAW Senior Partner Arnold M. Corporal and Partner Aison Benedict C. Velasco led Panel 3 of the conference as moderator and panelist, respectively. Tackling the topic “Building Certainty in an Uncertain World,” the panel discussed how robust legal frameworks and digital resilience form the backbone of modern project delivery.

With nearly 30 years of legal experience in litigation, dispute resolution, arbitration, and mediation, Atty. Corporal brought extensive domestic practice and dispute-resolution insights to moderating the dynamic discussion. Meanwhile, Atty. Velasco opened the panel presentations, bringing over two decades of expertise in real estate, construction, energy, and government procurement.

The ACCRALAW lawyers were joined by an esteemed panel comprising Atty. Chrysilla Carissa Bautista, Chief Legal Officer of Ayala Land; Atty. Jean Jacquelyn Nathania de Castro-Molo, CEO of ESCA Engineering; and Mr. Malcolm Lorimer, Director and Head of Commercial Operations at First Balfour Inc.

Together, the panel explored financial and regulatory security by comparing performance securities under the Republic Act No. 12009, also known as the New Government Procurement Act (NGPA), Fédération Internationale des Ingénieurs-Conseils (FIDIC), and Construction Industry Authority of the Philippines (CIAP) Document 102, alongside force majeure adjustments and climate-induced weather delays.

Likewise, the discussions addressed cybersecurity and data privacy as vital project requirements to protect sensitive project data and secure digital job sites. The panel also covered FIDIC contract administration through the Red and Pink Books and tailored Particular Conditions to manage inherent project uncertainties.

Through the conference, SCLP’s mission to promote, study, and research construction law was further reinforced to bridge technical engineering realities with robust legal structures, equipping participants with practical strategies to navigate risk, harness technology, and ensure successful project execution to keep pace with accelerating national infrastructure developments.
