Ms. Navarro specializes in corporate work, regulatory and advisory work, and drafting of commercial and government contracts. She has been involved in acquisition, joint venture, and corporate restructuring projects, from conducting due diligence reviews and preparing transaction documents, to the filing of applications with and securing approvals of the relevant government agencies, including the Securities and Exchange Commission, Bangko Sentral ng Pilipinas, Philippine Competition Commission, Insurance Commission, Department of Finance, and the Philippine Stock Exchange.

She has handled significant transactions where she:

  • advised local and foreign clients on doing business issues and competition/antitrust regulations in the Philippines;
  • acted as counsel for both buyers and sellers in various local and cross-border M&A and joint venture deals in different industries for both private projects and public-private partnerships, including, among others, the acquisition of a domestic non-life insurance company by a global private equity firm, merger of a universal bank and a commercial bank, and joint venture between a private consortium and a local government unit under a PPP framework for the establishment of a world-class airport;
  • established corporate vehicles in the Philippines and provided post-incorporation services and corporate secretarial work;
  • advised clients in their registration with the Philippine Economic Zone Authority, Board of Investments, and Subic Bay Metropolitan Authority to avail of fiscal incentives and secure a tax exemption indorsement;
  • represented bidders in government procurement projects; and
  • acted as counsel for issuers in tender offer of shares and bonds issuance.

Ms. Navarro currently acts as Corporate Secretary for a number of stock and non-stock corporations in the Philippines.

Ms. Navarro served as Editor of the Philippine Law Journal from 2020 to 2021.

She co-authored articles under the Philippine chapter of the Encyclopedia of Ocean Law and Policy in Asia-Pacific published by Brill in 2022.

She is also a licensed psychometrician.

Ms. Navarro was recognized for her Exemplary Performance in the 2020/2021 Bar Examinations and was admitted to the Philippine Bar in 2022. She is a member of the Makati City Chapter of the Integrated Bar of the Philippines and the University of the Philippines Women Lawyers’ Circle.
