Ms. Navarro specializes in corporate work, regulatory and advisory work, and drafting of commercial and government contracts. She has been involved in various local and cross-border M&A, joint venture, and corporate restructuring projects, from conducting due diligence reviews and preparing transaction documents, to the filing of applications with and securing approvals of relevant government agencies, including the Securities and Exchange Commission, Bangko Sentral ng Pilipinas (the central bank of the Philippines), Philippine Competition Commission, Insurance Commission, Department of Finance, and the Philippine Stock Exchange.

Among her significant transactions are:

  • assisted Bank of the Philippine Islands in its merger with Robinsons Bank Corporation;
  • acted as counsel for a major energy player in the Philippines in its joint venture with a local fuel and petroleum distributor in Southern Luzon as its largest branded marketer partner;
  • assisted in several acquisition projects, whether on the buy side or sell side, including the investment in and acquisition of shares by Warburg Pincus in MAPFRE Insular Insurance Corporation, Gaisano family-owned Forward Synergy Group Inc. in Keppel Philippines Properties, Inc., and the sale by individual sellers of Axelum Resources Corporation to Metro Pacific Agro Ventures, Inc.;
  • assisted an investment holding and management company in its joint venture (together with other private consortium members) with a local government unit under the PPP framework for the establishment of a world-class airport;
  • acted as counsel for the issuer, ASA Philippines Foundation, Inc., in the Philippines’ first ever gender bonds issuance;
  • assisted Filinvest Land, Inc. in its voluntary tender offer of shares in FLI in exchange for its shares in Filinvest REIT Corporation;
  • represented bidders in government procurement projects;
    advised various local and foreign clients on doing business issues and competition/antitrust regulations in the Philippines;
  • established corporate vehicles in the Philippines and provided post-incorporation and corporate secretarial services; and
  • advised clients in their registration with the Philippine Economic Zone Authority, Board of Investments, and Subic Bay Metropolitan Authority to avail of fiscal incentives and secure tax exemption indorsements.

Ms. Navarro currently acts as Corporate Secretary for various stock and non-stock corporations in the Philippines.

Ms. Navarro served as Editor of the Philippine Law Journal from 2020 to 2021. She co-authored articles under the Philippine chapter of the Encyclopedia of Ocean Law and Policy in Asia-Pacific published by Brill in 2022 and “Reviewing a decade of competition law” published by Asia Business Law Journal on 8 May 2025.

She is also a licensed psychometrician.

Ms. Navarro was recognized for her Exemplary Performance in the 2020/2021 Bar Examinations and was admitted to the Philippine Bar in 2022. She is a member of the Makati City Chapter of the Integrated Bar of the Philippines and the University of the Philippines Women Lawyers’ Circle.
